  1. What is the Dominican Winter League Rookie draft? Are these players that the Astros have asked to play in winter league ball, players that have asked the Astros for permission to play winter ball, players that the league has received permission from the Astros to have on their rosters, etc? Thanks!

  2. Since the Winter Leagues are independent of affiliation, the players are free agents. They have try outs and a draft. This is the first I have heard of it but it looks like the two kids Houston got in trades are well thought of over there.

These are all Dominican kids. They have to have some tie to the DR to be eligible for the draft.

They have to have permission from the organization to play winter ball. MLB teams can restrict a certain number of players by putting them on a "fatigued list". I saw list somewhere and will try to find it again.
